I actually do not think that Rose was the first face that the 9th saw. Remember when Rose went around search for information about him in that episode? I know people can use the timey-wimey-wibbley-wobbly excuse due to his absence in that part of the episode; but I feel that after The Time War and he found that he had survived, he would have gone traveling about for a time a bit aimlessly.
There would be arguments that he looked in a mirror and saw what he looked like, but I think that He hadn’t seen himself in a mirror; which sometimes is a priority for him (the 3rd Doctor) because he was too busy running away from the fact that he was the only Timelord left to his knowledge.
