The worse part of being the Doctor is that, five regenerations prior to the 9th, the 4th Doctor was sent by the Time Lord High Council to destroy the Daleks before they were completed. The President foresaw the coming War through access to the Time Locked part of the Matrix that only he had access to. If the 4th Docor had simply touched those wires together, the Daleks - Davros, none of them would have became the menance that they did.
So why, knowing full well that they were involved in the part that was time blocked in the future (Classic Doctor Who Canon has the Doctor leaving Gallifrey after finding out some future dirty little secrets - one being that the Time Lord’s lack of intervention causes their downfall) didn’t he cross the wires?
He did it because he knew that without the Daleks and the innovation that war brought to the different alien species, billions might die for lack of the tech advances. But I don’t believe that he realized how heart broken it would make him. Why wouldn’t a Time Lord think ahead to the future?
Honestly, I do not think that the Doctor expected to live that long.
Every time I see the Daleks in the new series, I feel horribly bad for this poor man.
